Chester’s crime rates saw growth in the past decade and further contributed to the city’s many difficult issues to overcome. On a brighter note, there have been several efforts to undo this perilous trend, including the Weed and Seed program, an “initiative of the City of Chester with funding provided by the City of Chester through the Governor’s office and Pennsylvania Commission on Crime and Delinquency to assist the target areas in Chester: Highland Gardens, Wellington Ridge, Buckman Village, West 9th Street, and Highland Avenue. The name describes two critical components: Weeding out the violent offenders in high crime areas, and then Seeding the neighborhood with prevention, intervention, treatment, and revitalization services. “
