I didn’t read it all carefully, but I like what I’ve seen. I think that some consideration of ‘productivity’ in instruction has to be included in the plan – how to get the most bang for the faculty salary buck, and how that will be determined (in general). I believe that any failure to consider this is a big part of the current higher-education bubble – in no sense have faculty salaries (or any other component of university expenses) been tied to any rational measure of productivity.

But getting rid of ‘non-instructional services’ seems to me to be a good step in the direction of such improvements.
